These organizations tend to share certain characteristics including any number of the following: being larger, bureaucratic by necessity, managing very large and/or complex projects; and, there's an actual, justifiable reason for their approach. In fact, in these cases, the effect is actually neither blunt, nor particularly silo'd, but these types of organizations have other mechanisms for The Silent Actor the Biography Chaplin softening the effect that such an approach would have on smaller projects/organizations. And, that is precisely, how we can characterize the main difference between the two approaches: we believe that the reality-based approach to implementing CMMI works well in most types of organizations and work/projects of most scope, where the brute-force approach would not.
